DSS Takes Over Monitoring Of Fuel Distribution

Following the persistent fuel scarcity experienced in some parts of the country, operatives of the Department of State Services, DSS, have reportedly began monitoring the distribution and marketing o petroleum products across the country. Motorists queue for petrol
According to report by Vanguard newspaper, the move which is part of the measures to reduce corruption in the petroleum sector and the subsidy claims by President Muhamadu Buhari will see petroleum stations found selling any petroleum product above the prescribed government price will be immediately shut down.
The report added that depot selling above the ex-depot price will have to forfeit the subsidy claims on the cargo that brought in the product.

“DSS will lead the operations (monitoring), and marketers were also asked to monitor each other and to report any sharp practices. “Government decided that enough was enough and will no longer condone any sharp practices in the system” Vanguard quoted a source.
The directive is reportedly coming following the inability of the Department of Petroleum Resources, DPR, and the Petroleum Products Pricing Regulatory Agency, PPPRA, to check the market excesses of it operators.
The report said a source revealed that the federal government is worried about the constants scarcity of petrol in the country and held several meetings with the relevant stakeholders in the sector.
“Such practices will no longer be condoned especially with the involvement of the DSS, who will use their intelligence network to get to the root of the matter.
“The meeting decided that all marketers must sell at the regulated price of N87/litre of petrol. And anyone found to be selling above this, the DSS will track the outlet to the depot where the product was lifted.
“If it was discovered that the pump price increase is as a result of hike in ex-depot price, then both the outlet and the depot will be sanctioned.

“Originally, it was agreed that both the outlet and the depot will be shut down, but after considering the situation, if was agreed that the depot will not be shut down in order not to exacerbate the supply situation.
“However, the depot operator will be made to forfeit his subsidy claims on that cargo, as it will be assumed that he has reimbursed himself through the ex-depot price hike.”
“We are meeting with DPR again tomorrow (today) on the same matter for them to tell everybody what is happening and the need for all to ensure compliance,” the source added,” the source said.
Also, some mebers of the DPR are not pleased with the men of the DSS taking over their jobn. .
An official quoted in the report said: “The Downstream Unit only informed us about the meeting holding tomorrow at
about 4p.m. today. It is sad that everybody now do territorial claim when the whole roof is caving in. if there are
new developments we should know firsthand and not from a
third party. ”

But the same official agreed that the agency was
overwhelmed by the sharp practices in the industry.
“How can we effectively monitor a situation where the
marketer shows us technical proof about the depots selling
above the ex-depot price, and the depot operators in turn
show prove at selling under the regulated price?
“We heard their accusations back and forth, and decided to
hold an impromptu meeting with them in Lagos a few weeks
ago, which was also reported by your paper. Since it was an
open meeting, we expected the parties to openly make their
allegations. But nobody did. So how can we hold anybody
responsible? ” he queried.
Recently, President Muhammadu Buhari revealed what
he will do to the Nigerian National Petroleum Corporation
(NNPC), the national oil company considered to be an
underground pit of corruption .

My wife beats me on slight provocation, man tells court

A 55- year-old retired civil servant, Mr Emmanuel Osuya,
has asked an Igando Customary Court, Lagos, to dissolve
his 32-year-old marriage over alleged battering by his wife.
Osuya told the court on Wednesday that his wife, Abigeal
Osuya, 50, had turned him into a punching bag.
He said she beat him on any slight provocation. Osuya told
the court that his wife always threatened his life through
battery that he was afraid she may kill him one day.  “My
wife wants to kill me; she beat me almost every day with
dangerous weapons. On three occasions, she broke my leg,
preventing me from going out for days,’’ he said.
Osuya also accused his wife of turning his children against
him, thereby making them to hate him. “Abigeal succeeded
in creating enmity between me and my children, she tells
them false and damaging stories about me in order to hate
me. “So my children only care for her by sending her money
and other items every month, without extending their love to
me, they always ignore me as if I do not exist,’’ Osuya said.
The petitioner described his wife as a thief. He said that she
always stole his money, rendering him financially broke. “I
cannot keep money at home again because my wife will
steal it. “ She acted as if she is not always satisfied with the
money I give her in spite of the fact that my children always
send her money every month,’’ the petitioner said.
Osuya said that Abigeal always starved him of food. He
appealed to the court to dissolve the marriage, saying that “I
am no longer interested in the marriage, I don’t want to die
now, more so that I am out of love’’. Abigeal denied all the
allegations. The mother of five said that she had never
beaten her husband since the day she married him.
She said that it was her husband that always beat her. “It
was my husband that always beat me on any slight
provocation, I have never beaten him,” she said. The
respondent also said that she had never stolen her
husband’s money. Abigeal said that she used to cook for
her husband wherever he gave her money for food.
She asked the court not to grant her husband’s prayer. “I
am still in love with him,’’ she said. The Court President, Mr
Hakeem Oyekan, adjourned the case till April 30 for further
hearing.

Crime: Police alert banks’ ATM customers on new tactics by robbers

Lagos – The Police on Friday advised members of the
public using ATM at various banks to be security conscious
as some criminals now disguised as customers queuing to
withdraw money.
This is contained in a statement on the Nigeria Police Force
website exposing the antics of criminals.
The statement noted that on July 30, at about 12.10 a.m., a
male bank customer went to withdraw money from one of
the ATMs at the Central Business District (CBD), Abuja.
It stated that three young men who pretended to have come
to withdraw money also were on queue with the plan to
attack the man.
“The victim raised an alarm which attracted nearby Police
Patrol team to the scene. The hoodlums took to their heels
upon sighting the advancing policemen.
“One automatic pistol fell from one of the suspects and was
recovered by the police and the victim was safely rescued.
“However, another male victim was unlucky as hoodlums
attacked him and snatched the N500,000 cash he withdrew
from ATMs on July 28.
“Police responded to his distress call and one of the
suspects was arrested. Efforts is on to apprehend other
gang members,’’ the statement said. (NAN)

Health: HIV flushed out by cancer drug

HIV can be flushed out of its hiding places in the body
using a cancer drug, researchers show.
The cornerstone of treatment, anti-retroviral therapy, kills
the virus in the bloodstream but leaves "HIV reservoirs"
untouched.
The study, published in PLoS Pathogens, showed the drug
was "highly potent" at reactivating hidden HIV.
Experts said the findings were interesting, but it was
important to know if the drug was safe in patients.
The power of the HIV reservoir was shown with the case of
the Mississippi baby .
She was given antiretroviral drugs at birth. Despite
appearing to be free of HIV for nearly two years after
stopping treatment, she was found to be harbouring the
virus.
'Kick and kill'
A strategy known as "kick and kill" is thought to be key to
curing HIV - the kick would wake up the dormant HIV
allowing the drugs to kill it.
The team at the UC Davis School of Medicine investigated
PEP005 - one of the ingredients in a treatment to prevent
cancer in sun-damaged skin.
They tested the drug in cells grown in the laboratory and in
parts of the immune system taken from 13 people with HIV.
The report said "PEP005 is highly potent in reactivating
latent HIV" and that the chemical represents "a new group of
lead compounds for combating HIV".
One of the researchers, Dr Satya Dandekar, said: "We are
excited to have identified an outstanding candidate for HIV
reactivation and eradication that is already approved and is
being used in patients.
"This molecule has great potential to advance into
translational and clinical studies."
However, the drug has still not been tested in people who
are HIV-positive.
Prof Sharon Lewin, from the University of Melbourne, said
the results were "interesting" and marked an "important
advance in finding new compounds that can activate latent
HIV".
She told the BBC: "This study adds another family of drugs
to test to potentially eliminate long-lived forms of HIV
although much more work needs to be done to see if this
works in patients.
"Although PEP005 is part of an FDA approved drug, it will
first take some time to work out if it is safe to use in the
setting of HIV."

Catholic Diocese of Ahiara, Imo State has not known peace
since the pioneer bishop, Rt. Rev. Victor Adibe Chikwe, died
in September 2010.
The practice is that the process of selecting and
consecrating a successor commences immediately after a
bishop is out. In this instance, the process became so slow
that even the ordinary man in the street got to know that
“something was definitely wrong” in the house of God. For
more than two years, the Holy See was unable to announce
a successor to the late Bishop Chikwe.

Mbaise monarch, Eze Desmond Oguguo, a Catholic, used
every opportunity available to him to plead that a bishop be
appointed for the diocese. Meanwhile, Pope Benedict XVI,
on Friday, December 7, 2012, announced Monsignor Peter
Ebere Okpalaeke, a priest from Awka Diocese, Anambra
State, as the Bishop-elect of Ahiara Diocese.
Apart from the appointment being a shocker to priests of
the diocese, members of the laity keyed into the stout
objection raised by the priests. They were unanimous in
asking the Holy See to reverse the appointment of
Okpalaeke. This was not reversed, while the laity, propelled
by their priests, never re-considered their stand on rejecting
Okpalaeke as their bishop.
When it became clear that the priests were adamant over
the issue, the Catholic Church decided to move the
consecration of Okpalaeke to the Seat of Wisdom Seminary,
Ulakwo, Owerri North local council area of Imo State. A tight
security was weaved around the venue of the event by
security agencies.
But after the consecration, Okpalaeke was not allowed to
move into the Bishop’s Court in Nnarambia, Mbaise. The
priests equally refused to recognize him as their bishop.
The former administrator of the diocese, Monsignor Theo
Nwalo, in a paper titled, “Responding to the current
problems in Ahiara Diocese”, noted that the pronouncement
of Okpalaeke by the Papacy elicited sadness and anger
instead of jubilation and joyful celebration.
“Being a native of this diocese and having served in this
diocese all my life, I must report that I have never seen
Mbaise people this angry before. There is anger all over the
place. And people seem to be preparing for the worst”,
Nwalo stated.
“The Catholic faith in this once bastion of the Catholic
Church in Nigeria has suddenly come under a very severe
criticism and threat, especially since the announcement of
Monsignor Peter Okpalaeke as our Bishop-elect”.
He expressed the fear that “the situation will grow worse if
nothing is done to resolve the problem quickly, so that
priests and ordinary Christians could return to practicing
their faith in peace and joy”.
Nwalo was being prophetic in the piece he wrote several
months ago as the disagreement over the bishop-elect took
a dangerous dimension October 16, 2014, when priests
allegedly engaged in free for all.
Sunday Vanguard investigations revealed that Rev. Fr.
Januarius Chima Ahaneku went to St. Brigid’s Catholic
Church, Nnarambia, at about 7.15pm, following his posting
to the parish by the Vicar General of the embattled diocese,
Rev. Fr. Clement Ebii.
While Ahaneku was accused of storming the parish with
some people and assaulting the resident priest, Rev. Fr.
Marcellinus Nweke, Ahaneku countered that he was there on
legitimate posting.
Nweke explained that he had to alert the police and the
people when his brother priest allegedly “exhibited an act
unbecoming of an ordained Catholic priest”.
“They started harassing us, using hammer and some iron
bars to break the doors to enter. Some of us even sustained
injuries. I dislocated my left shoulder”, he said.
The resident priest alleged that the police recovered pump
action rifle, double barrel gun and an electric shocker from
Ahaneku and his friends.
In his own account, Ahaneku said he presented a letter from
the Vicar General deploying him to St. Brigid’s Parish as
Acting Parish Priest, and he never attempted the use of
violence as claimed by Nweke. He explained that the men,
who were arrested by the police as thugs, merely
accompanied him to the Parish, to assist him settle down
with his belongings.
“The parish priest left without the knowledge of the Vicar
General/Delegate of the Diocese. So, I was detailed to go
there and take care of the souls of the parishioners. I didn’t
go there with thugs”, Ahaneku said.
The obviously angry priest went on: “When Fr. Nweke came
out, we greeted each other and I explained my mission to
him and he said he was not informed of the posting and
insisted that the Vicar General should call him.
“The Vicar General called him severally but he refused to
pick his calls. I took him to my car and showed him my
authority, the letter I was given and after reading it, he said
there was no problem.”
Continuing, the priest recalled that as he was trying to move
his belongings into the parish house, with the help of his
friends, Nweke started making calls.
“They first raised false alarm to the police that some armed
robbers invaded their house. In a matter of minutes, several
people stormed the place. A lot of them were carrying
machetes and other dangerous weapons. I wanted to leave
in my vehicle but my brother priest stood in front of my car,
insisting that I will not move an inch. In order not to smash
him or commit any crime, I left the vehicle there”.
The Sports Utility Vehicle, which Ahaneku drove to the
parish was vandalized by angry youths who rushed to the
parish and was still in the custody of the Church at the time
of going to press.
The Vicar General of the Diocese, Ebii, however, confirmed
that Ahaneku had his approval to report to St. Brigid’s
Catholic Church.
“Fr. Ahaneku was sent there officially to go and do pastoral
work. He had a legal paper from me”,Ebii said.
Interestingly, The Guide, a tabloid published by Ahiara
Catholic Diocese, in its volume 16 number 22, flashed a
screaming headline: “Outrage: Pro-Okpalaeke hoodlums
invade St. Brigid’s Church”. The management of the paper
not only used unprintable words against their Ahaneku, but
also tongue lashed John Cardinal Onaiyekan in their “Guide
Comment”.
Reacting to the publication, a villager, who simply identified
himself as Nnaemeka, said: “What was interesting about the
publication was that the paper published the photographs of
the alleged thugs, drenched in their own blood. The paper
was however silent on who inflicted the varying degrees of
bodily harm on the citizens”.
After showing Sunday Vanguard the photographs of vehicles
allegedly used by Ahaneku and his friends and published by
The Guide, Nnaemeka wondered how supposed thugs would
go to battle with their expensive vehicles. In the meantime,
Imo State Police Command has appealed to the
Administrator of Ahiara Diocese, who doubles as the
Archbishop of Abuja Ecclesiastical Province, His Eminence,
John Cardinal Onaiyekan, to find a lasting solution to the
Ahiara Diocese crisis.
The state Police Public Relations Officer, PPRO, Mr. Andrew
Enwerem, made the appeal while reacting to the St. Brigid’s
Church, Nnarambia incident.
“It is most shocking that priests can get to the level they did
in the last episode. The Catholic Church and its priests are
supposed to show good examples for others to follow”, the
PPRO said.
Enwerem said the Owerri Area Command was already
handling the matter, while some people have been arrested
in connection with the incident.

Breaking news: EFCC grills Nwobodo, Chime’s Chief of Staff

In a move seen as preparatory to moving against the former
Enugu State Governor, Sullivan Chime, the Economic and
Financial Crimes Commission (EFCC), has begun
interrogating his former Chief of Staff, Chief Mrs. Ifeoma
Nwobodo over alleged misappropriation of public funds.
Nwobodo, who arrived the EFCC headquarters in Abuja at
about 9.30am, was immediately confronted with series of
petitions bordering on conspiracy and diversion of Enugu
State funds by the former governor and his cronies and was
asked to speak on what she knew about the issues.
Nwobodo is still being quizzed by a team of crack
detectives to determine whether or not to file charges
against her, the former governor and his aides named in the
petitions.
A top EFCC official said: “Nwobodo’s invitation is believed
to be precursor to the interrogation of her former principal
as the agency is said to be flooded with petitions indicting
Chime of humongous graft during his eight-year rule of
Enugu State as governor from 2007 to 2015”.

Cameroon Indicts Fmr President Jonathan Over Boko Haram War

Nigeria - The republic of Cameroon has
indicted ex President Goodluck Jonathan
over his lack of cooperation with
neighboring countries in the fight
against insurgency.
Reports say President Muhammadu
Buhari’s interaction with his
Camerounian counterpart, Paul Biya, he
disclosed that Jonathan isolated himself
from the leaders of Cameroun, Chad and
Niger.
“The major complaint, according to
Biya, is that Jonathan never or seldom,
at best, picked his calls. He said most
times he called, Jonathan neither picked
nor returned his calls. And as a result,
the integration of efforts that should
have stopped Boko Haram’s foray and
unchallenged run was lacking.”
Biya, according to our source, said he
was sure that leaders of other
neighbouring countries had the same
experience, and therefore, questioned
how Nigeria alone would have
contained Boko Haram, knowing it is an
international terror group with roots
and connections in some other countries
from where they get into Nigeria and
carry out attacks.
“This solo handling of the problem did
not enable the neighbours put in much
to solve the problem until it got this
bad,” he said.

P/H, Warri Refineries Begin Daily Production Of 8.5m Litres Of Petrol

The Nigerian National Petroleum Corporation
(NNPC) has announced that the Port
Harcourt and Warri refineries have been
successfully re-streamed after a nine
months’ phased rehabilitation exercise
conducted by its in-house engineers and
technicians.
This was contained in a statement issued
yesterday where the corporation revealed
that while the Port Harcourt refinery is
ramping up its operation to about 60 per
cent of its 210,000 barrels per day name
plate capacity, Warri refinery production is
projected to hit 80 per cent of its installed
125,000 bpd capacity.
“The nominated partners, as sole-bidders
came up with humongous price offers after
two years of thorough and exhaustive scope
of work definition and price negotiations.
The proxies were also unwilling to provide
post- rehabilitation performance
guarantees,” the statement said.
It added however, that the phased
rehabilitation strategy which entailed
simultaneous rehabilitation of all the
refineries using in-house and locally
available resources in line with the Nigerian
content law, also involved the use of original
equipment manufacturer representatives to
effect major equipment overhaul and
rehabilitation.
The corporation informed that the
rehabilitation programme which started in
October 2014, after the required funding
stream was established, created a 70 per
cent reduction in costs which helped largely
in mitigating the financing challenges of
refinery rehabilitation.
With the successful re-streaming of these
refineries, attention has now moved to the
110,000 barrels per day Kaduna refining and
petrochemicals company which is billed to
come on stream soon, the NNPC said.
This comes as the corporation also
disclosed that it has successfully recovered
the System 2B pipeline which was breached
last week at Arepo, Ogun State.
Alegbe noted that the team of engineers who
were deployed to the scene of the incident
were able to access the pipeline after the
fire was put out and commenced repair
work immediately.
“Pumping of products through the system
commenced on Monday upon successful
completion of repair work over the weekend.
We also wish to call on all those engaged in
the criminal acts of pipeline sabotage and oil
theft to desist in order to avoid such
horrendous deaths as was witnessed in the
recent incident,”.he said.

Africa: Anti-Boko Haram force 'to cross borders to fight'

Multinational troops fighting Boko Haram in West Africa will
be able to pursue the militants across borders, Nigeria's
presidential spokesman says.
Garba Shehu told the BBC this was there was now trust
between those contributing troops since the election of
President Muhammadu Buhari in May.
He was speaking ahead of the Nigerian leader's visit to
Cameroon.
A boosted force with 8,700 troops from Cameroon, Chad,
Niger and Nigeria is to become fully operational next month.

Relations between Nigeria and Cameroon have been fraught
for years because of territorial disputes, in particular over
the Bakassi peninsula.
The oil-rich region was eventually awarded to Cameroon by
an international court.
BBC Nigeria analyst Naziru Mikailu says Mr Buhari is trying
to smooth over these diplomatic tensions as he meets
President Paul Biya as both nations now face a new enemy
threatening their territorial integrity.
On Tuesday, Cameroon announced it would deploy an extra
2,000 troops along its northern border with Nigeria to fight
Boko Haram.
It follows an upsurge in suicide attacks in northern
Cameroon blamed on the Nigerian militants.
'In disarray'
With the help of troops from Chad and Niger, earlier this
year the Nigerian army managed to retake most of the areas
taken over by the militants in north-eastern Nigeria.
Although the militants have lost their strongholds, they are
still active and there has been an upsurge in suicide attacks
since Mr Buhari took office.
"Boko Haram is in disarray and it is doubtful they have any
central command," Mr Shehu told the BBC's Newsday
programme.
President Buhari has made the multinational force central to
his government's strategy in tackling the insurgency.
The force of soldiers, police and civilian personnel will be
based in Chad's capital, N'Djamena, which has also been
affected by the violence.
"All the countries agreed this operation will not recognise
international boundaries - wherever terrorists are they will
be chased to these locations and they will be fought until
they are finished," Mr Shehu said.
At least 17,000 people have been killed since Boko Haram
launched its insurgency in northern Nigeria 2009, according
to Amnesty International.

President Muhammadu Buhari has been approached by a faction, as it named itself, of the deadly Boko Haram sect, seeking peace negotiations with Nigeria’s government.

Garba Shehu, the presidential spokesman, made this known in a statement, saying that efforts were under way to “verify their claims” of having such power.

A faction of the Boko Haram group came forward claiming to have the mandate to negotiate with the government,” he said

Buhari’s government recently said it was not opposed to negotiations with the sect, which has killed thousands and left around 1.5 million people evacuated during its insurgency.

Shehu added: “It is now left for them to show proof that they have the mandate, but they made it clear that they are representing a faction of Boko Haram that wants peace.”

It should be noted that despite his earlier stance during the electoral campaignPresident Buhari has recently said he is willing to hold talks with Boko Haram commanders for the rescue of more than 200 Chibok schoolgirls abducted last year.

The insurgents have killed more than 600 Nigerians in a spate of bombings and shootings since new president was sworn-in on May 29.

President Buhari will visit Cameroon on July 29-30 as part of efforts to cooperate with countries with which Nigeria shares borders.

It would be recalled that efforts to reach a peace agreement by the previous government of Goodluck Jonathan failed as Boko Haram denied holding any talks with government.

Air Force Cuts Boko Haram Supply Routes

The Nigerian Air Force (NAF) through its
intensified and persistent efforts in the
ongoing fight against Boko Haram terrorists
has intercepted over 4,000 drums and jerry
cans of petroleum products and other
smuggled items.
The items, suspected to be supplies for the
insurgents’ use for Improvised Explosive
Devices (IEDs), were confiscated from the
smugglers in Pepe, Dashin-Hausa, Belel
Bilachi, and Konkul villages located along
the Nigeria-Cameroon borders on Tuesday.
The NAF was able to achieve the recent feat
through its air patrol activities, covering both
land and water along the Nigeria-Cameroon
borders.
The NAF has continued to identify and
destroy Boko Haram camps and resupplies
by employing surveillance and combat
aircraft.
Intelligence gathered also revealed that
these efforts have greatly curtailed the
supply efforts of the insurgents.
The spokesman of the Air Force, Air
Commodore Dele Alonge, urged members of
the public to continue giving useful
information to the security agencies in order
to end the menace of the Boko Haram
terrorism once and for all.

Cleric urges Nigerians to stop calling Buhari ‘Baba Go

Ibadan – A Cleric, Moses Kasali, has called on Nigerians to
be patient with President Muhammadu Buhari over the delay
in constituting his cabinet.
He made the call on Saturday while addressing the
congregation at the auditorium of the ministry in Ibadan.
Kasali, Head, Mercy of Prayer Ministry, Ibadan, was
optimistic that the President would choose members of his
cabinet within the first 100 days of his administration.
He also urged Nigerians to avoid calling the President ‘Baba
Go Slow’ for not constituting his cabinet almost two months
after his inauguration.
He said that Buhari was studying the situation to ensure
appointment of competent and reliable hands into key
ministries and parastatals.
Kasali said the wrangling in the two chambers of the
National Assembly was a carryover of the old order.

We don’t need foreign aid – Buhari

President Muhammadu Buhari believes Nigeria does not
need foreign aid if the world powers can help her plug all
the loopholes that had been used by government officials to
steal her assets.
A Presidency official on Buhari’s four-day visit to the United
States (US), which ended on Wednesday, quoted the
President, yesterday, as telling US officials that Nigeria has
the resources to stand on her feet, and that the world
powers should help her.
In the meantime, Nigeria is to draw down investments and
cash worth $13.6 billion following negotiations and
understanding reached by Buhari with the American
government during the visit, Sunday Vanguard learnt,
yesterday.
The President met with US President Barack Obama, Vice
President Joe Biden, among many other top functionaries,
during the visit.
“Buhari did not go to the US with a begging bowl. We don’t
need foreign aid, he told everyone, so long as the world
powers can help us plug all the loopholes that had been
used to steal our assets,” Mallam Garba Shehu, Senior
Special Assistant to President Buhari on Publicity, disclosed
to Sunday Vanguard.
Whereas the President said, during the visit, that about $150
billion is stolen annually from Nigeria and many other
African countries, the Presidency official said, ”Americans
hold the view that between $10 billion and $20 billion dollars
is lost annually through the crude oil sector alone.”
He quoted his boss as saying: ”There is no organisation or
government (across the world) that can give us (Nigeria) $5
billion. If we plug our loopholes and recover stolen money
stashed abroad, Nigeria will do well by herself.”
A breakdown of the $13.6 billion earmarked for Nigeria,
courtesy of the Buhari US visit, shows that $5 billion is
coming for investments in the power sector, another $5
billion is to fund investments in the agricultural sector, $1.5
billion is from the Bill Gates Foundation while $2.1 billion is
being provided by the World Bank.
Of particular interest is the discovery that the huge sums
being brought for investments into the country, according to
the Presidency official, attract no counterpart funding.
Similarly, in its efforts to assist Nigeria eradicate polio, the
Bill Gates Foundation, which is revving its support with
additional $1.2 billion, is extending its areas of coverage to
four more states – Kaduna, Sokoto, Borno and Yobe.
The Senior Special Assistant to the President described
Buhari’s outing in the U.S as a monumental success.
According to him, no Nigerian leader ever achieved that kind
of success in one visit.
Shehu said: ” From our point of view, no past President of
this country has ever netted these for Nigeria from a single
U.S. trip. Overall, it is a resounding success.
“The clamour for President Buhari was astounding. He was
gone after by every member of the United States
establishment. He met Secretary of State John Kerry, Vice
President Joe Biden and the President of the United States,
Barack Obama.
“I am not sure there was any past Nigerian President who
met as many a number of Secretaries of U.S. Departments
as Buhari did and, in all of these meetings, the personal
integrity of President Buhari came through.”

Expelled medical student kills self, one other in auto crash

A final year medical student of the Benue State University, BSU, Nicholas Idoko, apparently killed himself, yesterday, in
a  motor accident after being expelled.
Sunday Vanguard learned that the deceased was involved in
the accident along Abu King Shuluwa Road, Makurdi where,
on top speed, he crashed a Honda ‘Baby Boy’ car, minutes
after he threatened to commit suicide following the news of his expulsion from the school got to him.
He allegedly killed himself and a pedestrian whom he ran
over on the sidewalk of the road when his skidded off the road and summersaulted severally before ending across
the sidewalk. According to one of his schoolmates who spoke on
condition of anonymity, the student who, like other mates, had spent ten years in the six-year medical course due to
non accreditation of medical courses in the institution, was asked to quit the school after failing a course he carried
over.
“He was with his course mates when the news came to him that he should leave the school because he failed a course
he carried over in a programme, after having spent ten years in the institution and also done his clinical,”the mate
said.
“On getting the news, he threatened to kill himself, saying he would not be able to stand the shame of not making it out of
school, that the trauma would be too much for him and his parents.
“So when we had that he crashed with the car along Abu King Shuluwa Road, most of us concluded that he had carried out the threat, and we feel pained because the
school management acted wrongly by expelling a medical student that had spent ten years in an institution due to no
fault of his.
“Their decision must have forced the young man into talking his own life as he threatened; and, if on the other hand the
accident occurred because his lost control of the car, it could be because he was unstable emotionally and, in that
state, it was difficult to control a car while on top speed”.
The death of the student forced his mates numbering over 100 to barricade the ever busy Makurdi-Gboko highway with
a coffin and bonfire alleging that the student committed suicide as a result of his frustration after spending   10 years in the institution.

Gen Olukolade Resigns as FOSSRA Chairman

The retiring Director of Defence Information
and Chairman of Forum of Spokespersons of
Security and Response Agencies (FOSSRA),
Major-general Chris Olukolade, has handed
over leadership of FOSSRA to the Director of
Information, Nigeria Navy, Commodore
Kabiru Aliyu.
At the monthly meeting of the forum at the
Centre for Crisis Communication (CCC), in
Abuja yesterday, Olukolade formally
informed his colleagues about his
retirement, having reached his retirement
age.
According to him, he ought to have left the
service since November 2014 when he
applied for voluntary retirement but was not
obliged by the Army Council who extended
his stay in the service on the grounds that it
was not proper for him to go at that time.
Speaking further, Olukolade thanked
members of the forum and their agencies
for the support and understanding  accorded
him while he chaired the forum since its
formation in 2013.
He also solicited the same measure of
support for his successor while reminding
them of the core essence of the forum
which is to deepen the collaboration and
understanding among the security and
response agencies in information
management and communication.

5 Essential Things Help You to Start Business in Nigeria

I started my own business at a late age — by the time I
made Zen Habits into a business in 2007, I was in my
mid-30s and had toiled through various jobs for 17 years.
So, when I started out, I didn’t know what I was doing (and
still don’t, but less so now). I tried everything to make
money, to make my site more popular (which I thought
was important). Some of it worked, some didn’t. Some
made me feel bad about myself. Some things readers
reacted badly to, and others they loved.
Through this trial and error, I learned some principles that
work for me. I don’t share them here to show that I’m
superior to anyone, but to show an example of what might
work for you. To show that doing things that feel right can
make a business succeed.
Here’s how I conduct my business.
Readers first. This is my No. 1 rule, and it has served me
extremely well. When I have a question (“should I promote
X or not?”) the answer is always, “What would my readers
want? What would help them most?” When the choice is
between making some extra money or my readers’
interest, the choice is obvious. There is no choice. I can’t
tell you how many times I’ve passed up being part of a
mega-sale or affiliate marketing campaign that would have
earned me $50K (and sometimes much more) in a day or
two if I’d decided to participate. I’ve walked away from at
least $1M because it would have put profits before my
readers. And I think my readers trust me more because of
this (see next item).
Trust is everything. The most valuable assets I have are
my readers’ trust and attention. And the attention will go
really fast if they stop trusting me. Everything else in this
list is based around these first two principles. When you
start doing affiliate marketing, even if you think it would
help the reader, if it would make them question your
motives (is he trying to help me or make some money
here?), it erodes their trust, a little at a time. That’s not
worth the money.
Make money by helping. I put out products and courses
that I think will really help people, and that’s how I make
money. This works really well for me. People are happy
because their lives are better, and I’m happy because the
revenue I make is entirely coming from making people’s
lives better. We both win, our lives are all enriched. This is
not the case from advertising (see next item).
No ads, affiliate marketing. These are both the same,
really. When you market someone else’s product as an
affiliate, it’s just a hidden form of advertising. I should
note that I had ads and did affiliate marketing for a couple
years before giving it up. Why’d I give it up? Well, I realized
(through experimentation) that the return on this kind of
business model is very bad. You get very little revenue,
and erode trust. That’s a bad formula for making money.
When you sell an ad, what you’re really selling is your
readers’ attention and trust — they trust you to put
something important in front of their attention, and you
capitalize on that. Of course, most readers learn not to
trust the ads, and try to skip them, and put up with them
because they want the good content (or service) you’re
giving them. So they no longer trust you as much, but put
up with your revenue tactics. This sucks. Who wants their
customers to put up with anything? Why not delight them
with how you make money? Why not enrich them? Now,
can everyone do this? Possibly not, but I wouldn’t reject
the idea without giving it a genuine shot.
Just the text – no social media buttons, popups,
dropdowns, or anything else that annoys or distracts. This
goes back to trust — people come to my site to read
something that will add value to their lives. Not to be
pushed to share something on social media, or like
something, or subscribe to my email newsletter. Yes, I
have a thing at the bottom to subscribe, but it’s not pushy,
and I don’t promise any gimmicky downloads. When your
site has a popup or dropdown that asks people to
subscribe, it’s annoying. I’m sorry to be blunt but I’m
speaking as a reader now — I will never go back to a site
that does that. Which means I don’t read a lot of my
friends’ sites because they do this. Give the readers what
they want, and nothing else, and you won’t have to ask
them to subscribe or share. They’ll do it on their own, and
this is the kind of share and subscriber you want.
Uncopyright. My site has been uncopryrighted since
January 2008 (there weren’t any other sites doing this at
the time), and in the last 5+ years, uncopyright has not
only not hurt my business, I strongly believe it’s helped
tremendously. Why? Because it helps people share and
spread my work much more easily. If someone wants to
use an article of mine, they don’t have to go through the
hassle of trying to contact me and ask permission — they
just use it. This has caused people to use my work in
books, magazines, blogs, newsletters, classroom
materials, art, conferences and more. This is amazing. In
addition, uncopyright promotes the idea of sharing, and
when you share with people, they tend to trust you more.
Sharing builds trust.
No sales. I’ve seen many people do three-day sales of
their products (or something similar), but I’ve never done
one of these (that I can recall). Why not? Because it
makes no sense to the reader (remember, readers first).
Tell me the reader: why are you lowering the price of your
product for three days? Why only those three days? If you
can lower the price for those days, why not the other
days? Is it to make more money from me (manipulate me
into buying the book)? Is the price too high on the other
days? What if I already bought the book at the higher price
— was I ripped off? These are questions the reader has no
answers to, and no matter how much you try to justify the
reasons of the sale, it doesn’t make sense. Either set the
price at the higher price point (because you think it’s worth
it), or set it at the lower price point (because you want to
get it into the hands of more people).
Admit mistakes. It might sound like I’m pretending to be
perfect at what I do, but the truth is I’m winging it. I’m
making it up as a I go along, in hopes that I won’t screw it
up, and constant fear that I am badly messing up. I have
more trust in this process (and in my readers) now that
I’ve been doing it for seven years and nothing has fallen
apart, but I have made many mistakes along the way. I’ve
been overly promotional, I’ve done affiliate marketing (just
a couple of times), I had advertising, I asked people to
share my work, I asked for votes. Those were mistakes,
but I learned from them and try my best not to repeat
them. Recently, in my Sea Change Program, I removed old
habit modules from 2013 (I felt they were outdated), and
my members were upset. I fixed the mistake and put the
modules back. People don’t expect you to be perfect —
they do expect you to try your best to fix mistakes when
you make them. I admit my mistakes, and try to rectify
them and do better. People trust me more because of it, I
think.
Don’t front. I don’t pretend I’m more than I am. I think
there’s a tendency in the online world to over represent
yourself — put yourself off as an expert or the world’s
leading whatever the hell. But I’m not the world’s leading
anything. I am just a guy who has a wife and six kids, who
has changed his life by making small habit changes, one
at a time. A guy who has simplified his life and focused on
being mindful. I’ve learned a lot from these experiences,
and share them as much as I can here on Zen Habits.
That’s all I am, and I don’t try to be more. When you only
try to be yourself, you can’t fail.
Forget about stats, focus on helping. In the early days, I
was obsessed about site statistics. I would check my stats
counter several times a day, look at where all the traffic
was coming from, try to get my numbers up. Here’s the
thing: you can’t do anything with those stats. If you’re
getting traffic from Reddit or Twitter, you can’t do anything
about that. All you can do, once you’ve seen the stats, is
try to create great content. Try to help people. Try to add
value. That’s what you’d do even if you had zero stats.
The stats don’t change what you should do — though they
might motivate you to do things you shouldn’t do to get
the stats up, things that aren’t trustworthy. The stats just
make you obsessive. About three years ago, I removed all
stats trackers from my site, and now am freed from that
worry. Now I focus on what really matters: helping people
as best I can.
Do what feels right. This is vague and isn’t very helpful at
first, because in the beginning, you’re never really sure
what’s “right”. There are lots of choices to make and it
always seems smart to just do what other people are
doing, what the experts tell you to do. Unfortunately, that’s
often wrong. Everyone else does what everyone else does
because that seems safer, and so they act out of fear of
doing the wrong thing. In fact, safer is not the right thing.
Doing the right thing is going to be against the
mainstream. For example, when I gave up copyright, or let
go of ads or social media buttons or affiliate marketing, or
comments, those were all very scary things for me. It was
against what everyone else at the time was doing. But in
the end, I knew they were the right thing, because it was
what was best for my readers. And it made me feel good
about what I was doing. This is the compass you need to
develop, to build trust with your readers, and with yourself.
Feel good about what you’re doing, don’t act out of fear.

They are filled with industry lingo and corporate
buzzwords, reference accomplishments that don’t make

GOOD NEWS: Port Harcourt And Warri Refineries Begin Oil Production – NNPC

After nine months of rehabilitation the Nigerian National
Petroleum Corporation (NNPC) has announced the
successful re-streaming of the Port Harcourt and Warri
refineries.
The Punch reports that after successful test runs, the
refineries began production with the Port Harcourt
Refining Company reaching 60 per cent of its production
capacity. The Warri Refining and Petrochemical Company
is expected to reach 80 per cent of its production
capacity too.

The NNPC projected that the Port Harcourt and Warri
refineries are expected to produce 5 million and 3.5
million litres per day respectively.
The NNPC explained that rehabilitation of the refineries
had to be switched from the original builders to new ones
after the former nominated some partners that came up
with ‘outrageously unfavourable terms’

With the successful project carried out on the Port
Harcourt and Warri refineries, focus is now on the
Kaduna Refining and Petrochemical Company which is
expected to come on stream too.
Meanwhile, Opeyemi Agbaje, the chief executive officer
of RTC Advisory Services Limited, stated that the time
was ripe for the federal government to remove the fuel
subsidy.

D’Banj served court summons!!!

Still on D’Banj’s matter…. (before you start
cussing) this is a NET.ng exclusive. According
to the site, a court summons was found pasted
in front the hit maker’s Lekki home at Osaro
Isokpan Street in Lekki Phase 1.
Last year, Dapo was said to be owing a huge
sum of money to certain people including his
members of staff (as reported by Encomium
magazine). However, instead of addressing
these rumors, he chose to begin 2015 on a
positive note as he set the wheels of his 10th
year anniversary in motion.
In a new twist, pictures of a court summons
have emerged on the internet, and while it’s
still highly debatable that the Beats by Dre
ambassador is indeed in depth or as most like
to put it “broke”, on can’t help but wonder if
there isn’t a grain of truth in these allegations.
The suit number is LD/ADR/445/14 with
hearing expected on January 26th 2015, but
reports have it that it might be postponed

What is Coca-Cola up to?

wonder what the team behind Coca-Cola’s
“share a coke” campaign were thinking when
they authorized the use of this picture on one
of their trucks. The picture which has become
quite popular on social media is perceived to
be meant for Davido and Wizkid….duh!!
It is not news that both artistes have been
embroiled in a messy rift for a while now
(even though they both like to maintain a cool
front), so now that coke decide to use their
names Davido (David) & Wizkid (Ayo), should
we take this is a not so subtle jab for the two
youngsters to share a drink together and
possible dish out a joint track….?
YES PLEASE.

What Would You Expect From A New D’Banj-Don Jazzy Collaboration?

These two have come a mighty long way and
they have an undeniable working chemistry
that results in the finest of afropolitan musical
classics ever heard. Although a nasty rift in
the past got them so torn, they have since
buried the hatchet but our wait has tensioned
enough for when they’ll decide to bless us
with the magical awesomeness of their hands
and mouth.
Don Jazzy has been responsible for producing
volumes of record-breaking, chart-topping
and award-winning songs by the éjà nlá
crooner, D’Banj . From Tongolo to Soco ,
Mobolowowon , Why Me , Mo Gbono Feli, Igwe , Fall
In Love , Scape Goat and Oliver Twist (just to
mention a few), D’Banj held sway by
revamping musical standards in the afro and
pop division while keeping it on serious lock
down. This and more, he did with the aid of
the maestro, Don Jazzy who often also lent his
vocal assist on majority of these tracks.
Since supposedly burying the hatchet, these
once before partners and best friends have
never made visible moves, not even
suggestive ones that there might likely be
another collaboration from them in the very
near future. But following D’Banj’s public
spectacle at the recently concluded MAMA’s
where he showered encomium on Don Baba J ,
it’s has become enough basis for us to draw
surmise that there might afterall be a
collaboration in the works. D’Banj followed
that gesture by doing same with former label
mate, Dr Sid. But really, who goes to Mavins
HQ only just to say sorry, hug it up and play
FIFA? *I literally just rolled my eyes
vigorously too*

Anyhu, I’m of the opinion that this good spirit
should be put to productive use. If D’Banj and
Don Jazzy were to do a song now, I expect
D’Banj would use it as a perfect opportunity
to whip out his harmonica again and blow us
into another one of his melodious frenzies
just like he did on Mobolowowon. We all can’t
deny that we don’ missed that acoustic set like
hello!

Some state govts lost bailout money to bank loans – Yari

Gov. Abdulazeez Yari of Zamfara has said that some
indebted state governments lost their bailout money to
servicing outstanding loans they had obtained from banks.
It will be recalled recalls that the money was sourced from
the revenue paid to the Federation Account by the Nigerian
Liquefied Natural Gas (NLNG).
Yari, who was fielding questions from State House
correspondents in Abuja, expressed concern that many state
governments were still facing financial challenges, in spite
the disbursement of the NLNG money.
“What I’m saying is that no money is released yet apart
from the NLNG money. But I think the NLNG money that
was given, some states, their own was taken by the banks
because it is due for them to repay some certain loans.
“So, therefore, automatically, that has to go there.’’
“But for sure, some other governors reported that money
went to their accounts, it was taken by some banks because
of their outstanding loans.’’
He, however, stated that the Central Bank of Nigeria (CBN)
was negotiating with the banks on how state governments
could freely access the next batch of the bailout funds, to
enable them to settle outstanding salaries of their respective
workers.
On the West African Examination Council (WAEC) debts
owed by some states, Yari, who is also the Chairman of the
Governors’ Forum, said the issue was being addressed by
the affected states.
“Some state governments need to verify between the WAEC
and their Ministries of Education and other departments of
education. So, that’s why some states cannot pay the
registration fees,’’ he added.

AUTO/ DRIVING & SAFETY: Can seatbelts kill you?

All cars have them. In 49 states you're required to wear

don't buckle yours, odds are your car is going to give you
an annoying reminder chime until you do. Seatbelts are just
a way of life. But some people think that going without a
seatbelt is safer than wearing it. Some even say that
wearing a seatbelt can kill you.
Let's look at the data. Car crashes are a leading cause of
death for people age 54 and under in the United States — in
2012, car crashes killed more than 33,000 people. The
injury count from car crashes in that same year was a
staggeringly high 2.2 million, resulting in $50 million in
work loss and medical costs [source: Centers for Disease
Control].
Clearly, car crashes are all too common. Here's the key
information, though: Of all the people who were killed in car
crashes in 2009, 53 percent were not wearing their seatbelt
[source: National Highway Traffic Safety Administration ].
The CDC reports that wearing a seatbelt reduces your risk
of dying in a car crash by 45 percent [source: CDC ].
Seatbelts do save lives.
So, why do some people think that seatbelts can hurt you?
One common belief is that a seatbelt might trap you in a
car that's on fire or underwater. However, car accidents in
which the car is on fire or submerged in water account for
less than one half of 1 percent of all car crashes [source:
Just Drive PA ]. When you think about it, wearing a seatbelt
greatly decreases your chance of being hurt or knocked
unconscious in an accident, which would actually help you
escape from a burning or submerged car.
Seatbelts work by holding you in place in an accident, and
as a result, yes, they will exert some force in a crash. That
force can lead to bruising, but that pales in comparison to
the types of injuries you'd face if you were ejected from the
car or if you were tossed around inside it. Injuries caused
by seatbelts are relatively rare and often the result of
improper use. There are some people — like children, very
small adults and pregnant women — who do need to take
special precautions to make sure they're using a seatbelt
safely; but, for most people, it's as simple as hopping in the
car, buckling up and hitting the road.

WHY WE BANNED PREGNANT WOMEN, NURSING MOTHERS – NYSC BOSS

Director-General of the National Youth Service Corps
(NYSC), Brig-Gen. Johnson Olawumi, yesterday gave further
insight into last week’s decision of the service to ban
pregnant women and nursing mothers from enlisting for the
programme, saying the decision was to make the scheme
more effective.
The DG spoke with newsmen in Ilorin, Kwara State, during
inspection of facilities at the Nigerian Army School of
Education (NASE), Sobi Barack ahead of the NYSC staff
promotion examination.
As part of the visit, Olawunmi paid a courtesy call on the
Commander of the 22 Armoured Brigade in Sobi, Brig-Gen.
Ali Nani as well as the Commander of NASE, Brig-Gen.
Lawal Abdullahi.
Addressing reporters after the inspection, the DG said the
service would immediately begin implementation of the ban
to stop a situation where “the NYSC would be managing
pregnant women and nursing mothers.”
He also tasked state governments to improve their support
for the service, noting that the interventions from governors
are dwindling.
He maintained that NYSC had not banned pregnant women
and nursing mothers from the scheme but that they could
only enlist after delivery.
